Gang Intervention Services
The Mayor’s Office of Gang Reduction and Youth Development was established in 2007 to provide a comprehensive, targeted approach to reducing gang crime and violence in Los Angeles. A signature feature of this approach has been to identify the areas of the City with the highest rates of gang violence and to provide intensive prevention and intervention services to the youth in these areas. The twelve areas it identified, known as Gang Reduction and Youth Development (GRYD) Zones had rates of gang-related crime that were at least 400 percent higher than elsewhere in the City. In addition to high levels of gang crime and activity, the GRYD Zones also have extremely high truancy and school drop-out rates, poverty levels, and unemployment. The Soledad Enrichment Action, Inc. Gang Intervention Department, a par
tner with the City in these efforts, provides Community-Based Gang Intervention and Case Management Services to youth between the ages of 14 to 25 in four of the twelve GRYD Zones:
o Boyle Heights/Hollenbeck GRYD Zone
o Ramona Gardens/Hollenbeck GRYD Zone
o Newton GRYD Zone
o Florence-Graham/77th GRYD Zone
- SEA, Inc. also provides Gang Intervention Services in East Los Angeles funded by the Los Angeles County Probation Department.
- The SEA, Inc. Gang Intervention Department staff oversees programming and supervision in 12 of the 32 parks that participate in the City’s high successful Summer Night Lights program.
Re-entry Services
On July 19, 2011, we were notified by the Mayor’s Office of Gang Reduction and Youth Development that SEA, Inc. was awarded a new contract to provide CHOICE!, a reentry program for juvenile offenders returning from detention in the Florence-Graham GRYD Zone. The CHOICE! Reentry Program complements the reentry program SEA, Inc. also provides through funding from the Los Angeles County Probation Department under the auspices of Los Angeles County’s Regional Gang Violence Reduction Initiative in the Florence-Firestone community immediately adjacent to the Florence-Graham/77th GRYD Zone.

- Job Skills Instruction: The Community Services Block Grant Program (CSBG) funds SEA, Inc. to provide a job skills development curriculum to at-risk youth and young adults (16 to 25) in Los Angeles County Supervisorial Districts 1 and 2.
Tutoring
- Soledad Enrichment Action, Inc. provides Operation Read Literacy Tutoring and Related Academic Services to at-risk, probation, and foster-care youth through the Los Angeles County Probation Department’s Operation Read Program in Supervisorial Districts 2, 3, and 4.
- The SEA Charter School also provides tutoring services in its afterschool program.
Caught in the Crossfire
This important program serves violently injured youth who have been admitted to the LAC+USC Medical Center. Its goals are to prevent retaliatory violence; reduce reentry into the hospital and the criminal justice system; link youth with local resources that help them live nonviolent lifestyles; and provide positive peer role models and positive alternatives to violence.
Home-Based Services
Soledad Enrichment Action, Inc. provides Home-Based Services to High Risk/High Needs Probation (Male) Youth and their Families in Cluster 2, Area 1 through funding from the Los Angeles Probation Department. These services are for youth returning to the community from detention facilities. Our individualized in-home services to both the youth and his or her family are meant to avert an ongoing escalation of criminal and delinquent behavior and to promote school success. In addition, services are designed to strengthen the family unit, help parents develop more effective parenting skills, strengthen relationships within the family, promote responsible behavior, and decrease the amount of delinquency and recidivism among the youth in the family.
